Brian Reyes of San Antonio serves as a City Councilman in Garden Ridge and a Captain with the San Antonio Police Department. With more than two decades in public service, he has demonstrated a consistent focus on enhancing public safety through community-oriented policing and leadership development. His dedication is grounded in promoting public trust, preventing crime, and maintaining team cohesion within his department. He earned a Bachelor’s degree in Psychology from the University of Texas at Austin and a Master’s and Doctorate in Criminal Justice from Texas State University. He is pursuing an MBA at the University of Texas at San Antonio, continuing his commitment to professional growth and service.
Over the years, Brian has progressed from a Police Officer to a Detective, Sergeant, Lieutenant, and Captain. His service extends beyond law enforcement into municipal leadership, where he actively contributes to the Garden Ridge City Council, Place 5. In this capacity, he works on city budgets, reviews contracts and project bids, and encourages public involvement in local decision-making. His leadership blends practical field experience with academic insight, helping align city operations with residents' values and needs.
Brian has focused on policy analysis, transparent governance, and effective public communication throughout his career. His skill in balancing priorities while managing critical incidents and internal operations has been key to his success in policing and local government. Currently, Brian is both a public official and a law enforcement leader. In addition to these duties, he teaches criminal justice courses as an Adjunct Professor at Texas State University and other institutions in Texas, helping educate future public servants through applied knowledge and leadership theory.
EDUCATION and EARLY CAREER
Raised in San Antonio, Brian's academic interest in human behavior led him to pursue a degree in Psychology. After completing his undergraduate studies, he entered the San Antonio Police Department in 2001 as a Patrol Officer. Driven to serve and learn, he steadily progressed through the department. In 2005, he became a Detective in investigative units handling homicide and property crimes. These early experiences developed his investigative skills and prepared him for supervisory roles.
By 2009, Brian had been promoted to Patrol Sergeant and Lieutenant. Between 2016 and 2018, he served as an Internal Affairs Commander, overseeing sensitive cases and reinforcing departmental accountability. During this period, he also earned a Doctorate in Criminal Justice, further enhancing his leadership approach.
Brian's interest in developing future leaders led him to serve as the Training Academy Commander. In that role, he helped implement a leadership curriculum developed by the International Association of Chiefs of Police. He also began teaching at the university level, focusing on criminal justice topics such as organizational leadership and management at the graduate level. This combination of fieldwork and education underscores his ongoing commitment to shaping effective public safety strategies.
CAREER as COMMANDING OFFICER
Brian later took on responsibilities as Commanding Officer of the San Antonio Airport Police and the San Antonio Police Department. At the airport, he oversaw law enforcement operations for a facility serving over 10 million travelers annually. This role included coordination with local, state, and federal agencies and required managing diverse teams, including patrol officers, K9 units, and training personnel.
Brian now serves as Patrol Operations Commander, overseeing responses to critical situations, including officer-involved incidents, barricaded subjects, hostage scenarios, and major criminal investigations. Drawing from over 17 years of command experience, he promotes a servant leadership model and emphasizes the importance of public engagement. His efforts consistently prioritize both community safety and trust-building.
Brian's leadership philosophy is shaped by years of hands-on service, administrative responsibility, and academic learning. He aims to provide operational consistency while supporting a work environment based on respect, accountability, and service.
COMMUNITY ADVOCATE
Brian Reyes of San Antonio lives in Garden Ridge with his wife and four children. In May 2024, he was elected to the City Council, representing Place 5. He uses his leadership experience to advocate for community-focused solutions in public safety and civic policy. He remains active as a Police Captain while contributing to local government, balancing both roles with an emphasis on transparency and public service.
Brian's commitment to community service is also reflected in past civic roles. He has served as a youth sports coach, a board member for local leagues, and a Pastoral Council member in leadership capacities. His contributions to national conversations on policing include his nomination to participate in the Presidential Commission on Law Enforcement and the Administration of Justice.
